C&T Rule
The Certification and Training of Pesticide Applicators Rule is intended to improve the competency of people who apply Restricted Use Pesticides (RUPs). RUPs are classified as the most toxic pesticides and are not available for purchase or use by the general public. These measures are in addition to federal pesticide regulations that outline strict registration, data, labeling, and safety requirements for pesticide products. This action is expected to increase the safety of certified applicators by reducing occupational pesticide exposure and instances of related illness.
A summary of the revised requirements include:
- New competency standards for applicators
- Recertification after 5 years
- Minimum age for certified applicators and for people working under their direct supervision
- Special certifications for people using specific application methods, such as soil fumigation and aerial application
- Record maintenance of certification for direct supervisors of noncertified applicators
- Expanded options for certification programs in Indian Country
- Updated requirements for the submission, approval, and maintenance of State, Tribal, and Federal agency certification plans
